Written originally by Oberon Zell-Ravenheart, from the Church of All Worlds, the first legally recognized Pagan church in the US (the Frosts started the first legally recognized Wiccan church in the US).  It was printed into tracts by Pete Pathfinder of the ATC (Aquarian Tabernacle Church), a Pagan church in the state of Washington.
